Our Response to Infratil's Night flying proposal


2010 Night flying proposal

Infratil (owners of Manston airport) commissioned Bickerdike Allen Partners (a firm of noise consultants) to produce a report as part of Infratil's submission to Thanet District council of a proposed new night flights policy for Manston airport.

  • Infratil's proposal - Manston Airport Proposed Night Time Flying Policy. "In 2009, following the potential start of dedicated cargo service by British Airways World Cargo, Thanet District Council (TDC) asked Manston Airport (MSE) to develop and submit to the council a Night-time Flying Policy, per clauses 1.2 and 1.3 of the Second Schedule to the Section 106 agreement dated 25 September 2000. An initial proposal was put forward on 17 August 2009, from which TDC requested further information. Subsequent discussions with members and officers have lead to this current proposal."
  • Bickerdike Allen Partners (BAP) Night Noise Assessment Report.   • Bickerdike Allen Partners (BAP) Assumptions used in Night Noise computer modelling for the Assessment Report. "Bickerdike Allen Partners (BAP) have been retained by Manston Airport to determine airborne aircraft noise contours. Noise contours are predicted based on actual and predicted aircraft movements using the Federal Aviation Administration (FAA) Integrated Noise Model (INM) Version 7.0b aircraft noise prediction software. This contour methodology is recognised worldwide and is in accordance with the methodology used for strategic noise mapping under the Environmental Noise (England) Regulations 2006. This document sets out the assumptions used in the computation of the night-time airborne aircraft noise contours."
  • Bureau Veritas (BV) Night Noise Review This is BV's peer review of the BAP report. "On behalf of Thanet District Council (TDC), Bureau Veritas (BV) have undertaken a review the Night Noise Assessment prepared by Bickerdike Allen Partners (BAP) for Kent International (Manston) Airport (MSE). The Night-time Flying Policy which is based on some of the findings of the Night Noise Assessment has also been reviewed."

S106 - Section 106 Agreement

An agreement between Thanet District Council and the owners of Manston airport which governs the operation of the airport.

  • Apr 2005 Alan Stratford report  - Kent International Airport Review of Section 106 Agreement. "This report has been prepared by Alan Stratford and Associates Limited on behalf of Thanet District Council. It provides a review of the existing Section 106 Agreement between the Council and Planestation relating to the operation of Kent International Airport (KIA), together with supplementary analysis on noise control and other environmental issues at other UK airports. Where appropriate it compares proposals at KIA in relation to best practice examples from other UK airports."
