Motion calls for a policy on scheduled night flights

The Thanet Labour group has tabled a resolution over night flights from Manston airport at the district council's next meeting. The motion calls for the council to adopt a policy of not allowing scheduled or planned flights between 11pm and 7am and to rule that any arrivals or departures in an extra hour either side be subject to a fine.  Exceptions to the ban would include "mercy flights" and flights for medical emergencies under Labour's proposals.

Labour's red letter day at expense of Tories

Thanet Conservative party took a pounding in Thursday's district elections, leaving three independent councillors with the power to decide who will lead the council. The Tories were ousted from six seats in Thursday's poll – losing five to Labour and one to a new independent – meaning they forfeit overall control of Thanet council. One of the greatest shocks was the loss of Ramsgate's Nethercourt ward by Tories Jill Kirby and Brenda Rogers to Labour rookies Kim Gibson and Steve Alexandrou.

Bureau Veritas report examined

TDC's press release said that Infratil's next policy submission would follow on from (and be guided by?) BV's final report. Unless Infratil throw up their hands in horror at the report's recommendations and simply leave town, they'll be delivering a new proposal in the New Year. Possibly before.

In the meantime, here's some of the more encouraging quotes from the final Bureau Veritas report:

Policy on night-time flying needs more detailed review

Clipping: thisiskent

My decision to halt the consultation process with regard to the night-time flying policy application from Manston airport was not taken lightly, as I am aware that many people felt that debate about this sensitive issue was long overdue. This week's column gives me the opportunity to share my thinking on the matter.

Plans for night flights on hold

FREIGHT: Residents have expressed concerns over noise from planes using Manston airport

Clipping: thisiskent

A report carried out by an airport research company has raised concerns over possible noise from planes using Manston airport. The study, commissioned by Thanet council in response to an application for regular night flights from Manston, says even with restrictions on night time plane movements and a sound insulation scheme for properties "the predicted number of people exposed to significant night-time noise is not justified by the number of passengers and freight activity that are to benefit from the proposals".

Manston discussion put back

Clipping: thisiskent

PLANS for public consultation over the Manston airport nightflights application have been put on hold. Thanet council's bosses met with airport owner Infratil on Monday to recommend it comes up with a revised proposal with fewer flights at night. A report by the council's consultants Bureau Veritas, experts in the aviation industry, suggests cutting the number of night flights by a quarter.

Manston night-flying consultation delayed

Manston airport’s night-time flying consultation has been delayed as airport-operator Infratil has been forced to check its facts. New noise assessments produced independently by the council have led to it asking the airport to review its application and the public consultation has been halted until Infratil reviews its proposal.

Thanet council received an application from Infratil in late September to extend flying hours at Manston and grant permission for a number of night flights for heavy freight planes. However, a draft report investigating the potential noise impact of night-flying prompted councillors to reject Infratil’s plans on Monday.

Political Posturing on Night Flights

'Dr' Simon Moores started things this morning with the question "Thanet Labour Disqualified from Taking Part in Manston Night Flight Decision?" Playing on the total confusion around the subject of predetermination rules, our Simes suggests that the airport night flight decision is a "planning-related matter". Labour councillors, by rejecting the "current" application just as Bob Bayford did yesterday, seem to have pre-judged a planning matter publicly.

Manston Night flight plans grounded

Controversial plans to allow night flights at Kent International Airport have been put on hold. Infratil, the company which owns Manston airport, has agreed to revise a proposal to allow planes to take off and land 24 hours a day, seven days a week. It follows a meeting with senior Thanet council officials today.

Under the proposals, an average of eight aircraft movements were expected every night. The majority would have operated in the so-called "shoulder" periods of 11pm-11.30pm and 6am-7am. The council had commissioned an independent review of Infratil's noise assessment report, which was produced by the company as part of its application for night flights.

This review, which is yet to be made public, is understood to have highlighted the need for clarification in a number of areas. A planned public consultation, due to start this month, will not take place until these clarifications are made. Cllr Bob Bayford, the leader of Thanet council, said:

"Before residents have their say, they need to know more detail and have a better understanding of exactly how many aircraft movements are being discussed. That information is difficult to gauge from the proposals that have been put to us, partly because of its technical nature. The council remains supportive of the airport and maximising the employment opportunities it can create but this cannot come at any price for local residents. We need to balance the economic benefits carefully against environmental considerations."

It is not known when a revised proposal will be submitted to Thanet council, although Cllr Bayford admitted it "may take time" to produce.

Consultation stops before it starts

Yes folks, although it was once scheduled to start TODAY, the public consultation has been stopped in its tracks. Thanet District Council CEO Richard Samuel, and TDC Leader Cllr Bayford met Manston's CEO Charles Buchanan to break the bad news - his proposal doesn't merit consideration. How did it come to this?

Public set to be asked for views on night flights from Manston airport

Bob Bayford

THE public will be asked for their views on plans for regular night flights from Manston airport from 1st November. On Tuesday, Thanet council's chief executive Richard Samuel said its consultation on an application from airport owners Infratil for scheduled flights between 11pm and 6am will last approximately 12 weeks. Infratil submitted its proposals to Thanet council, the planning authority, last week. Part of its application is an assessment of the noise impact of its plans on surrounding towns and villages. Thanet council will have those claims independently reviewed before it launches its public consultation.

Sleepless in Ramsgate

Clipping: yourthanet

People living under or near the flightpath of Manston airport could have their sleep shattered up to seven times a night if Thanet council supports plans from operator Infratil. The company’s application for a night-time flying policy has gone in to the local authority – and it wants as many as seven aircraft a night to fly in to the airport between 11.30pm and 6am – a period being labelled the ‘Night Time Quota Period’. Up to 1,995 planes could fly in at night during the year, which has been set as an annual limit.

How not to chair a meeting Part 2

Oh my, it just gets better. Ramsgate seems to have a generous sprinkling of sensible people, and as luck would have it, quite a few of them made it to the recent Thanet Local Board meeting. Here we have a measured and reasonable critique of the Chairing of the meeting, the preparedness of the panel, and the quality of their answers.

Hitch with noise monitor

Clipping: thisiskent

Problems with a machine used to monitor the noise created by Manston Airport has been blamed on a technical hitch. In July, the Isle of Thanet Gazette reported how members of the Kent International Airport Consultative Committee had been angry to find that a mobile noise monitoring system run by Thanet council had not been working for some months.

Changes to airport master plan

Manston

Clipping: thisiskent

Thanet council’s leading group is to consider a report recommending changes to the Manston airport draft master plan. On Thursday, April 9 the Tory cabinet will discuss recommendations made by its airport working party, chaired by Cllr Bob Bayford, in response to proposals put forward by airport owners Infratil.

Proposed amendments include more specific measurable targets on the airport’s environmental goals including sustainability, becoming carbon neutral, and emission control including proposals on airline offsetting measures.
