Public consultation starts on Manston's night flying proposal

Runs until Friday 2 March 2012

Thanet District Council is now asking members of the public for their views on proposals for regular night-time flying at Manston Airport. The proposals were submitted by Infratil, owners of the airport, on 27 October 2011 and included an aircraft noise assessment report and economic assessment, which are technical reports explaining the implications of the proposal.

Study casts doubt on night flight benefits

Plans for night flights at Manston International Airport have been shot down by an independent report. Herne Bay campaigner Phil Rose said:

“This confirms a lot of what the No Night Flights campaign has been saying for the past two years. The original proposal and back-up documents submitted by Infratil were putting a very, very, positive spin on things. They were promising more than the airport could deliver, and they understated the effect night flights would have on the local population.”

CPRE aren't impressed

Night flights at Manston have been an extremely contentious issue for many Thanet residents. Some believe that allowing the flights will bring economic prosperity to the area, with much needed local employment opportunities. Others believe that it is unlikely that many jobs will be created.

We took the stance some time ago that we did not believe allowing night flights would bring any real economic benefit to the residents of Thanet, and may in fact bring real harm to the area due to the impacts of noise and air pollution.

Council Report Pans Night Flights Proposal

Shortly after Manston submitted their most recent night flying proposal last autumn, TDC commissioned independent experts Parsons Brinckerhoff (PB) to look at all the paperwork. Manston’s application was supported by a noise impact report from Bickerdike Allen Partners (BAP), and an economic assessment from York Aviation.

TDC’s brief to PB was:

I have no idea why they asked for the third point - this is clearly a matter for planning lawyers. PB spend about a third of their report rehashing the history of planning problems and then throw up their hands in resignation and say “ask a expert”:

[p22] It is recommended that Legal Council [sic] Opinion is sought on the question of intensification of use.

Noise Nuisance Under-stated

Manston's night flying application was backed up by a report on noise nuisance from Bickerdike Allen Partners (BAP). The BAP report assumes that house windows are closed all year, thus understating the decibels heard by residents by 27dB.

The Parsons Brinckerhoff (PB) report picks up on this:

[p15] This of course fails to consider the partially open window situation described in both WHO guidelines and PPG24, which might be expected in the late spring, summer and early autumn months of the year. This corresponds to the months of year covered by the summer timetable in which the bulk of activity occurs at most airports in the UK.

Night flights do not mean jobs, says report

Night flights from Manston Airport will not create the 3,000 jobs promised by operators Infratil, an independent report says. The final document, compiled by specialists Parsons Brinckerhoff Ltd, was submitted to the council's Community Services Manager Madeline Homer on Thursday (19th Jan).

As exclusively revealed by the IoT Gazette on Friday 20th Jan, the report cast doubt on the economic argument for an average eight flights a night and claimed the environmental impact had been understated. The report said that if a night flying ban was to remain, the airport would only be excluded from 9 per cent of the scheduled freight market. It went on:

"Given that Manston Airport currently employs a proportionately large workforce for a small throughput, growth of passengers and freight in the short term may not necessarily lead to a significant employment and hence economic impact.

The report also said the analysis of the noise generated by airport had "resulted in an underestimation of the potential impacts on residents in the area".

The reported also recommended that Infratil's night flight proposal not be treated as a planning application meaning the decision on whether to adopt them could go before a full council.

Urgent need for environmental assessment

I subscribe to your Newsletter which I find very informative. I would like to raise some questions about what involvement the Environment Agency (EA) have in these developments.

In my view, based upon past experience with Industrial Planning issues, the EA should be involved. Indeed I think they should be involved as part of all the planning issues and meetings. There are far too many environmental issues at stake for them not to be actively involved

See the future, then decide

These two maps are taken from Manston's night flight proposal.

  • The maps show the "sound footprint" of the airport.
  • The top map is for 2010, the bottom map is their forecast for 2018.
  • In 2018, the "sound footprint" is bigger and louder.
  • The blue squiggly lines around the runway are noise contours.
  • In both maps the outermost blue line represents the 48dB contour.
  • In the top map, the 48dB contour is 300 yards from the end of the runway.
  • In the bottom map, the 48dB contour stretches a mile out to sea.
  • In 2018, most of Ramsgate will feel like they're living next to the runway.
  • This is your future if your Council gives in to Manston's demands.

Noise monitoring at Manston Airport

Noise? What Noise?

More needs to be done to monitor noise created by airplanes at Manston airport, Thanet council officers have admitted after a grilling by councillors.

During the meeting of the Airport Working Party last Wednesday, members quizzed council officials on what had been done to make sure Manston airport operator Infratil sticks to the conditions of its planning agreement, a Section 106, with the council. Labour councillor David Green said he did not think the monitoring was sufficiently independent or transparent, adding:

Thank you for your recent enquiry regarding an aircraft movement associated with Kent International Airport. The statutory powers available to Thanet District Council to deal with noise exclude aircraft noise, however, we do have a voluntary Town & Country Planning Act S106 agreement with the airport operator which contains some sanctions with regard to aircraft movements.

Bureau Veritas report examined

TDC's press release said that Infratil's next policy submission would follow on from (and be guided by?) BV's final report. Unless Infratil throw up their hands in horror at the report's recommendations and simply leave town, they'll be delivering a new proposal in the New Year. Possibly before.

A report carried out by an airport research company has raised concerns over possible noise from planes using Manston airport. The study, commissioned by Thanet council in response to an application for regular night flights from Manston, says even with restrictions on night time plane movements and a sound insulation scheme for properties "the predicted number of people exposed to significant night-time noise is not justified by the number of passengers and freight activity that are to benefit from the proposals".

Manston Night flight plans grounded

Controversial plans to allow night flights at Kent International Airport have been put on hold. Infratil, the company which owns Manston airport, has agreed to revise a proposal to allow planes to take off and land 24 hours a day, seven days a week. It follows a meeting with senior Thanet council officials today.

Under the proposals, an average of eight aircraft movements were expected every night. The majority would have operated in the so-called "shoulder" periods of 11pm-11.30pm and 6am-7am. The council had commissioned an independent review of Infratil's noise assessment report, which was produced by the company as part of its application for night flights.

This review, which is yet to be made public, is understood to have highlighted the need for clarification in a number of areas. A planned public consultation, due to start this month, will not take place until these clarifications are made. Cllr Bob Bayford, the leader of Thanet council, said:

"Before residents have their say, they need to know more detail and have a better understanding of exactly how many aircraft movements are being discussed. That information is difficult to gauge from the proposals that have been put to us, partly because of its technical nature. The council remains supportive of the airport and maximising the employment opportunities it can create but this cannot come at any price for local residents. We need to balance the economic benefits carefully against environmental considerations."

It is not known when a revised proposal will be submitted to Thanet council, although Cllr Bayford admitted it "may take time" to produce.

IN THE letters page of the Isle of Thanet Gazette over recent weeks there have been passionate letters supporting the proposal by Infratil for night flights over Thanet as a means to expand the airport services at Manston. While I support the proposal of expansion and the attempts by the airport to attract an airline to operate out of Thanet it is clear to me that the proposals set out for the night flights option are extremely misguided.
