KLM-Manston: analysis

Regular readers will recall that the last time KLM showed any interest in Manston, they were being lured by the promise of £600,000 - money which Manston and KCC were trying to prise out of the Government's Regional Growth Fund. The Government said "No", and KLM faded into the background. I do hope this new service isn't being subsidised from the public purse (national, county or district).

Thoughts from the think tanks

A couple of think tanks (Policy Exchange and Centre Forum) have got their heads together to produce a thoughtful and thought-provoking analysis of possible solutions to aviation capacity in the south-east.

The best approach would be to build a new four runway Heathrow, immediately west of the current site. These new runways would replace the existing runways. This would be straightforward to construct, and relatively low cost by the standards of hub airports. A combination of tightening permitted noise classes, ending night flights and landing narrow bodied planes more steeply makes it almost certain that this airport would be significantly quieter than the existing airport, despite catering for almost twice as many flights.

Leaving the airport where it is works for air traffic control. It also works for the wider economy: companies that have located near to the airport because they need to be near the airport do not have to move. The design of airport proposed here would be operationally efficient for both passengers and airlines, and would be the world’s best hub.

A reader writes

I should like to make a few points, of which Cllr Carter should be informed! Firstly, he says that Manston's runway is 2,752m. When I checked, it was 2,658m. Heathrow has two runways - 3,500m and 3,570m, with Gatwick's one at 3,750m. So nowhere near comparable.

He says that Manston "is able to cater for all modern jet aircraft"; that's all very well, but a fully-laden 747 or 767 could not safely take off because there is no room to abort a take off in case of problems. If you remember, an Afghan DC-8 almost came a cropper on 11th August 2010 when, as it was later discovered, it tried to take off 25,000 lbs overweight!

Infratil is selling Manston, but wants to buy Stansted. Why?

In March 2012, Infratil announced that Manston was up for sale because it wanted to "refocus its investment profile" and concentrate on retail, production and supplying gas and electricity. What they didn't mention in their press releases was that Manston had lost them money hand over fist ever since they bought it.

Knight vision

I wonder if Sir Roger Gale MP understands aviation. He says that "the new Secretary of State for Transport, Justine Greening, needs to take a long, hard, look at the available and under-used facilities that already exist. That must, of course, include Manston." And then what? What does he think will happen after this purposeful looking?

The top end of the aviation industry is characterised by huge budgets and small margins. The successful players continually examine and re-examine every opportunity the market has to offer. It is a very pure form of market-driven capitalism, and as his ex-Boss once said "You can't buck the market".

The major (and minor) players in the aviation industry have been examining, and then rejecting, Manston for over a decade. In addition, throughout that time, each owner of Manston has been doing their utmost to attract business. Does Sir Roger really think that a thoughtful stare from a Secretary of State is going to transform a history of hard-headed rejections into a future of warm-hearted embraces?

Location, Location, Location

It's refreshing to see an independent review of Manston's present and future prospects that doesn't shy away from stating the obvious - a successful passenger airport needs plenty of passengers within a convenient distance, and a successful freight airport needs plenty of customers within a profitable distance.

The Parsons Brinckerhoff (PB) report says Manston airport is in the wrong place:

[p6] Given the geographic location of Manston it is unlikely that carriers would show much interest for inbound traffic from key European city links – we would argue this would only be relevant if Manston was strategically placed near to a large city or a region with a large catchment area.

Any new major airport near the Thames Estuary is impractical because of politics and birds

 

At first the idea of a new airport on, or even in, the Thames Estuary seemed to be just one of the Mayor of London's less amusing flights of fancy, but now the arrival of a proposal by the architect Norman Foster has given it some respectability. The idea of replacing Heathrow and moving east is not new. Forty years ago, Maplin Sands, off Essex, was held up as a possible site, but interest soon dwindled and the present proposals seem just as likely to fade when confronted by the real situation: that a new airport is both impractical and unnecessary.

Manston: "Airports could go out of business"

Some regional airports could go out of business if the Government fails to recognise their important role in easing the nation’s capacity crisis. That's the warning from Manston Airport chief executive Charles Buchanan.

He argues that direct and immediate action is needed to resolve the short and long-term airport capacity shortages at Heathrow, Gatwick and Stansted where new runways have been ruled out indefinitely. In Manston's submission to a consultation on aviation policy, he urges the Government to look to existing regional airports to buy time for longer term plans to be explored.

Don't get your hopes up, though - she's not in Kent...

This is Mary Macleod, MP for Brentford and Isleworth, who is lucky enough to have Heathrow Airport in her constituency. She is concerned about the health effects of night flights, and advocates phasing them out. How sensible! (By way of contrast, my MP is Roger Gale.)

Location, location, location matters for airports too

Manston isn't Outer London. It's out of London.

Well, there are several airports that have leapt on the global branding bandwagon and smuggled the word 'London' into their name, with varying degrees of geographical accuracy.

(A special mention must go to "London Ashford Airport": 60 miles from London, 13 miles from Ashford, 1 mile from Lydd. It seems the greater the distance, the more prominent the billing - it's full title is actually "Jupiter Brazil London Ashford Airport".)

Manston could help ease strain of games

Bosses at Manston airport have revealed they are in talks with Olympic officials such as organising committee chairman Seb Coe to give the airport a role in the 2012 London games. Chief executive Matt Clarke believes the airport’s location and facilities will mean it can be used to fly in athletes, fans and equipment to the London gamese the inevitable strain placed on Heathrow, Gatwick, Stansted and London City airports in 2012.
