Victorian Shelter

The Victorian Shelter, which was built before the King's Hall, was recently burned to the ground. Should it be rebuilt? If so, should it be rebuilt to the original design? In the original materials? Where should the rebuilt Shelter be sited? Any other thoughts, information or suggestions?
