As Ramsgate rate-payers in an urban post-code directly affected by Manston air traffic, we wish to register our protest at the prospect of night-flights in and out of Manston airport between the hours of 11pm and 7am.

The health, rest and quality of life of the rate-paying residents of this historic part of Kent should be paramount in the consideration of Thanet District Council, and we urge you to reject the Manston night-flight proposals.

Passenger Flight have failed every time they have been introduced.

The Cargo Planes are incredibly noisy - even Double Glazing does not block the noise. Are you going to install Triple Glazing in all properties affected by this?

I am against Manston’s Night Flying Proposal because of the effect on my health. I live very close to the West end of Manston Runway. Being woken up by noisy aeroplanes several times a night is, in my opinion going to severely affect my health.

I also believe that the economic benefits claimed by the Airport owners are exaggerated.

I'm against night flights at Manston airport. Thanet's main sources of income are service based, relying on tourism and language students in particular. Both these industries help families and businesses across the board, and both will be affected by night disturbances.

I am totally opposed to any night flights operating between the hours of 11pm and 7am into or out of Manston Airport. I and my family do not want to be disturbed during the night by aircraft noise as proper rest and undisturbed sleep are vital to one's wellbeing.

I am strongly against Manston’s night flying proposal.

I changed the habit of a lifetime at the last election and voted Labour because of the stand they made on this subject.

They seem to now be sitting on the fence on this matter reneging on a pre election promise.

I live directly under the flight path and wish to register my protest against Infratil's proposals. I have already been woken up several times in the past by very noisy cargo planes flying very low over my house in the middle of the night. Double-glazing and thick loft insulation does not block out the noise.

Cut out the middleman

Looks like Manston may want to filter any responses it receives in the night flight consultation process.

A couple of our readers are shocked and horrified. Not only has Manston somehow managed to insert itself into the consultation process (by inviting people to send their responses direct to the airport), but it appears that anything the airport receives will not necessarily be sent to TDC.

Night Flights? No thanks - and here's why...

The Proposal

  • scheduled night flights are currently banned, but the airport already has the flexibility to handle late arrivals
  • the proposal is for SCHEDULED night flights… you will go to bed every Monday night knowing that you will be woken at, say, 1:30am and 4am

TDC’s report says

  • these night flights are for freight, not passenger flights
  • the proposal exaggerates the economic benefit - night flights won’t necessarily make jobs
  • the proposal understates the noise nuisance from night flights

Night

  • night time is from 11pm until 7am - this is the standard definition, as used in the existing agreement, and throughout the aviation industry, and in national and international legislation
  • BUT… the new proposal wants to shorten it to 11:30pm until 6am - stealing 1½ hours of your night!
  • restrictions would only apply to this new shorter “night” - the other 1½ hours would be completely unrestricted, just like the daytime

Numbers

  • if Manston had the same proportion of night flights as Heathrow, there would be 15 night flights a year
  • Manston want 659 flights a year in this new shorter “night” - an average of 1.8 each night… could be none on Monday, none on Tuesday, 5 on Wednesday
  • between 11pm and 11:30pm, there would be no limit on the number of flights
  • between 6am and 7am, there would be no limit on the number of flights
  • any plane due in before 11:30pm that’s late would be allowed to land between 11:30pm and 6am
  • any plane due in after 6am that’s early would be allowed to land between 11:30pm and 6am
  • in practice, this proposal would mean unlimited flights between 11pm and 7am

Noise

  • the European Court of Human Rights says that sleep is a human right
  • never mind the decibels, here's a rule of thumb: if it wakes you up, it's too loud
  • even if it doesn’t wake you, night noise can disturb your sleep patterns, leaving you less rested, and with raised blood pressure
  • even if it doesn’t bother you, spare a thought for your family, friends and neighbours who are bothered by the noise
  • anyone who suffers from anxiety or depression, will experience increased suffering
  • sleep deprivation means children perform less well in school
  • sleep deprivation increases the risk of accidents at home, on the roads and at work
  • noise isn't just annoying: it's dangerous, and can even be deadly

Employment

  • after 11 years, Manston employs just 110 people, some part-time. 66% live in Thanet.
  • the average pay at Manston is lower than the average pay in Thanet
  • most of the "jobs" Infratil say will be created are imaginary - the result of totting up tiny statistical fractions of jobs: the fuel delivery driver in East Africa, the barber in Ramsgate who cuts the pilot's hair, etc
  • the aviation industry has become increasingly automated, and less reliant on people - just 20% more people could handle double the current UK air traffic
  • Manston recently admitted that if they doubled the amount of freight they handle, and increased the passengers from 30,000 a year to ¾ million a year, they would create just 23 new jobs
  • jobs created at and near airports are heavily outnumbered by jobs lost in the domestic tourism and hospitality industries

and…

  • Manston has plenty of spare capacity in the daytime
  • the proposal has no fines or penalties if Manston breaks the limits

Public consultation starts on Manston's night flying proposal

Thanet District Council is now asking members of the public for their views on proposals for regular night-time flying at Manston Airport. The proposals were submitted by Infratil, owners of the airport, on 27 October 2011 and included an aircraft noise assessment report and economic assessment, which are technical reports explaining the implications of the proposal.

Manston in damage limitation mode

Charles Buchanan doesn't think that the independent report into the effect of development at Manston "challenged" his claims over economic benefit and noise pollution. No, it rubbished them.

Click it to big itCharles Buchanan says "we employ a lot of people in Margate". According to the proposal, 17.1% of the "about 110" staff... 19 people.

Bob Bayford says "the people most motivated to respond are those who have a negative view".  Oh dear, Bob, what's happened to your faith in human nature? Surely you don't believe that people with a positive view (i.e. have fallen for the sales pitch) are all going to be apathetic?

Cllr Bayford continues: "there will be activists going around encouraging people to respond negatively"... Hmmm, I expect there will be airport executives (and maybe councillors?) going round encouraging people to respond positively, too... but that doesn't seem to bother Bob.

I wonder if Bob has tripped into the pre-determination trap.

Laura Sandys gets political

Politics is the worst thing that ever happened to democracy, and I only realised this since getting involved in local community campaigns like this one.

The downsides of night flights - noise and other pollution, environmental destruction, reduced quality of life, worse health, more stress, harder-to-teach kids, etc. etc. - are all straightforward facts, and as such are strictly non-political.

The advertised upside of night flights - that they will allow the airport to achieve its master plan and the forecast jobs - is more a matter of belief, trust or interpretation, and as such is likely to coloured by the political colour of your mind/heart.

It's disheartening when political spin and point-scoring produce more heat than light, warming the hearts of political supporters without showing a way forward. (This criticism is emphatically not levelled at Laura alone, not by any means - they're all at it, most of the time, usually when there are better things to be doing.)

A step at a time, TDC stumbles towards the consultation. Currently, the Council's website also gives a link to the Manston website that you can use to leave feedback on the proposals. I think this is a grave error of judgement on TDC's part - I think all the public contributions to the public consultation should go direct to TDC.

Council breaks its silence

Thanet District Council have created cock-up out of chaos - a half-arsed consultation, then playing put the genie back in the bottle. It would have been so much simpler just to bat Manston's proposals straight back to them, just as the previous administration did, and for exactly the same reasons.

Originally, the consultation was to last 90 days, be carried out by MORI (for example), and cost £50-£80k. Councillors and members alike have been getting twitchy about the cost, and so they've opted to do it in-house, i.e. on the cheap. There's no suggestion that this will produce a better consultation.

Manston have dragged their feet for years over this, to the extent that even the Council has been appeared quite nimble in comparison. Nonetheless, Clive Hart has tried to allay our impatience by acting swiftly. Personally, for an exercise of this importance, I would rather he did it right than did it soon.

Having just realised that the S106 agreement means that Manston can proceed with whatever night flight policy they like, TDC have decided to wait and see what effect the night flights will have. Erm, quite apart from what their native common sense should be telling them, TDC have now commissioned two independent reports, both of which conclude that the costs of night flights outweigh the benefits.

They are also waiting to see if night flights would result in an "intensification or change of operation" at the airport. Hmmm... tricky one. Currently: 16 hours a day, with scheduled night flights forbidden. Proposed: 24 hours a day, with no limit on night flights. You know what - I think there will be a difference.

Manston villagers only got half the story

It makes sense to hear both sides of the story, and to hear some of the facts that Mr Buchanan might not tell you. If any other parish councils, residents associations, or other community groups are thinking of discussing night flights, do please feel free to invite the NoNightFlights group to send along someone to speak.

The parishioners of Manston voted in favour of night flights having heard one side of the story from Charles Buchanan. I have no idea why the parish Council didn't let the parishioners hear a balanced view.

CPRE says night flights at Manston will not boost business

The campaign group says night flights could actually damage Thanet’s economic growth. Protect Kent, the Campaign to Protect Rural England’s county branch, says there is little evidence that night flights at Manston Airport will significantly help the local economy. Campaigns manager Andrew Ogden said:

Labour denies night flight U-turn

For myself, I think the idea of a "whipped" vote (when members are formally ordered to toe the party line) is an affront to democracy. Each councillor's first duty is to the residents of their ward, and if that conflicts with party policy, then the residents' interests should win every time.

That said, there is no practical way of telling whether a vote has been informally whipped, with the usual mix of sticks and carrots. And there's always (thankfully) some bloody-minded/ruggedly independent individuals who simply won't do what they're told.

Finally, I do wish politicians wouldn't say things like "People will have to trust us" - it's guaranteed to raise both chuckles and hackles.

"Night flights would boost business in Thanet" says airport

Up to eight flights a night could take off and land at Kent International Airport, according to plans submitted to Thanet District Council. Bosses at the airport have submitted their long-awaited night-time flight policy, and campaigners now have 12 weeks to have their say on the proposals.

Managers say allowing flights between 11pm and 7am would attract more business to the area. They are banned under the airport's current planning agreement with the council.

Manston makes night-time submission

A Kent airport has resubmitted its proposals for night flights. Manston airport, near Ramsgate, has asked Thanet Council for permission to run at least six flights between 11pm and 7am. Bosses said the plans would create around 3,000 jobs by 2018 and are vital for the long-term future of the company. Charles Buchanan, Chief Executive at Manston, commented:

"For the airport to be commercially viable in the longer term and deliver for Kent what other airports have done for their regions, it is vital that we are allowed to compete in terms of the operating hours."

Dear Councillor Bayford,

Re Manston Airport – Proposed Night Flights

As a regular listener to BBC Radio Kent, I heard your response rebuttal to Councillor Clive Hart’s interview at 08.15 on Thursday 18th August on the Manston Night Flying issue.

I was appalled by your callous disregard for Thanet Council Tax Payer’s quality of life, plus the environmental issues; with your unreserved support and endorsement for Infratil’s proposal to impose regular scheduled night flights on the local community. 

You make a seemingly generous proposal for “widespread public consultation” on this highly contentious night flying issue; on the premise that “a regional airport is of interest to everyone in the South East”. Hence your obvious “confidence” that the public (who outside Thanet, will be unaffected by Manston’s night flight issues) will vote for night flights. By this one clever act, you have assured Infratil that they will get their way and inflict sleepless nights on local council tax payers. 

As your colleague said, a poll result is entirely dependent on who you ask and how you phrase the question. In my view, the only justification for seeking the views on anyone who is not affected by Manston’s take-off, landing and low circuit noise, would be if the question was “Do you think that an International Airport at Manston is a good idea to for holiday and business flights?” The answer to this (as you very well know) is a foregone conclusion. 

This however is not the issue – the airport unfortunately already exists and the only issue is “Should we allow night flights which will totally disrupt Thanet residents quality of life?” Thus, if the vote is to be a fair one, the only people who should be consulted are those who will be affected by the noise of night flights. Unfortunately, these days, the association of the word “fair”, with “conservative” appears dubious at best.

All this of course is not new, for we have prior experience of so called “consultations” and have reasons for skepticism. A previous council undertook these and following a resounding “No!” to night flights, they completely ignored their council tax-payers wishes and allowed the airport to extend its operating hours. Even the February 2010 Manston Airport Development survey by Stephen Ladyman concluded that 62% of Ramsgate respondents opposed night flights. So how many more times must we say that we are opposed to any form of night flying from Manston? The problem is of course, rather like the peoples referendum on the EU. If the authorities want a “Yes” and they keep getting a “No” - they continue to ask the question in different ways until they can concoct a “Yes”. So I look forward to wasting my breath giving my “No Way” views on night flying at this forthcoming round of “Public Consultations” 

Let us hope at least that unlike the last round of “consultations” this time you publicise these meeting properly through the Thanet media and also drop leaflets outlining the issue, giving venues, times and dates, through every Thanet letterbox.

Finally I would just like to say that in my view, the only reason we now have a “hung Council” is the local fear of night flights being imposed on Thanet voters, together with the knowledge that the Tory Councillors would back this idea to the hilt. The point is that many Labour Councillors (and all of the Independents) owe their seats to local Council Tax payers who voted them in because they trusted Labour rather than Conservatives to do what is right for the ordinary Thanet resident, who deserves a decent night’s sleep. 

Our only hope is that Labour continue to vote for what is right for the people that elected them (and who pay all your salaries) and that at least some Conservatives will actually start listening to their constituents.

Sticky numbers

It's been a long time coming, but the wait is nearly over. York Aviation will be publishing the second half of their report tomorrow, supporting Manston's hare-brained notion that night flights will be the saving of the airport, and Thanet, and probably most of Kent.

The first part of York Aviation's report (supposedly) dealt with the economic and employment benefits of Manston getting busy - that was the carrot. The second part will cover the threat to Manston if it doesn't get the go-ahead for night flights - this is the stick.
